The Facilitators

Persons with disabilities around the world face several barriers that prevent them from receiving an education, participating in social, political, and social life, and accessing information and knowledge through information and communication technologies (ICTs). Critically, these are some of the necessary facilitators for the advancement of their human rights and fundamental freedoms. The identification of these facilitators constitutes a significant step towards the inclusion of the concerns and experiences of persons with disabilities as essential to the design, implementation, monitoring, and evaluation of development programmes, policies, resources, instruments, and services.
